The Cashless Payment Law No. 18 of 2019 was proposed by a coalition comprising the Egyptian Federation of Industries, the Union of Egyptian Banks, and the Center for International Private Enterprise. This law aims to advance Egypt’s adoption of electronic payment methods and reduce reliance on cash, thereby combating money laundering, tax evasion, and fraud.
Thebes Consultancy conducted the initial research and baseline comparative study, and drafted the proposed law. The law was subsequently passed by Parliament and promulgated in April 2019, establishing Egypt's framework for transitioning to a cashless society.
